Job Title: Deputy Director, Learning & Development
Location: Bethesda, MD (Remote)
Reports To: Director, Care Transformation & Innovation

Position Summary:
Lead the design, development, implementation, and evaluation of engaging, data-informed, adult learning programs that support national initiatives focused on health center care transformation, quality improvement, and value-based care.
This role is responsible for producing high-quality instructional materials, including e-learning courses, multimedia content, and performance support tools, using Articulate 360 (Storyline and Rise) and other authoring tools.
Contribute to NACHC of the Future as a vital learning organization by contributing to strategic learning and development initiatives across the organization, ensuring alignment with NACHC’s strategic pillars and fostering a culture of continuous learning.
This position may be remote with occasional travel to NACHC events or team meetings. Work is primarily conducted via virtual platforms with collaboration across functional areas and partners.
Key Responsibilities:
1. Instructional Design & Content Development
- Apply instructional design models (e.g., ADDIE, SAM, Rapid Prototyping) to develop engaging learning experiences.
 - Design and build interactive e-learning modules using Articulate Storyline and Rise.
 - Develop supporting learning assets: job aids, microlearning, facilitator/participant guides, reference documents, and video content (e.g., Camtasia, Vyond, and applicable software).
 - Create learning activities based on sound adult learning theory, implementation science, and human-centered design principles.
 - Manage course development process from planning to deployment, including iterative reviews (alpha, beta, final) with SMEs and stakeholders.
 - Ensure content accuracy, accessibility, and adherence to instructional and branding standards.
 
2. Learning Management System (LMS) & Delivery
- Upload, test, and manage online training materials within the Docebo LMS.
 - Provide technical troubleshooting support and optimize learner experiences across platforms (YouTube, WordPress, etc.).
 - Explore and integrate interactive learning technologies (polls, scenarios, case studies, gamification, etc.) to increase learner engagement.
 
3. Strategy, Analysis & Learning Advisory
- Support development of learning pathways and curricula aligned with NACHC’s business and transformation goals.
 - Contribute to learning and development planning, advising on best practices, tools, and trends in adult learning.
 - Conduct learner analysis, needs assessments, and performance gap analysis to inform design strategies.
 - Collaborate with L&D teams to establish key performance indicators (KPIs) and evaluate training impact.
 
4. Cross-Functional Collaboration
- Partner with SMEs, internal departments, and external vendors to design and deliver high-quality learning experiences.
 - Collaborate with NACHC’s communications teams to promote training and evaluate user engagement.
 - Support mentorship, coaching, and peer learning opportunities within the Community Health functional area and across NACHC.
 - Participate in NACHC-wide L&D initiatives, including contributing to the Learning & Professional Development Workgroup.
 
5. Project & Administrative Support
- Manage multiple instructional design projects with clear timelines, documentation, and communication workflows.
 - Contribute to content updates, website resources, LMS analytics, and reporting to funders.
 - Support onboarding of new staff and contribute to internal capacity-building related to instructional design practices
 
Required Qualifications:
- Master’s degree in Instructional Design, Instructional Technology, Education, or a related field.
 - Minimum 3–5 years of experience designing e-learning and blended training using Articulate 360 suite (Storyline and Rise).
 - Demonstrated experience applying instructional design theories, adult learning principles, and learning analytics.
 - Experience managing content in a Learning Management System.
 - Strong project management and organizational skills.
 - Ability to synthesize complex information into learner-friendly formats.
 
Key Skills & Competencies:
- Proficiency in authoring tools: Articulate Storyline and Rise (required).
 - Experience with video editing and multimedia tools (e.g., Camtasia, Vyond, SnagIt).
 - Strong command of Microsoft Office Suite (PowerPoint, Word, Excel).
 - Familiarity with Adobe Creative Cloud and/or graphic design tools is a plus.
 - Experience supporting health centers, PCAs, or healthcare transformation initiatives.
 - Familiarity with topics such as quality improvement, value-based care, and implementation science.
 - Data-informed mindset with ability to evaluate learning outcomes.
 - Excellent collaboration, communication, and interpersonal skills.
 - Commitment to equity, inclusion, and learner-centered design.
 - Ability to manage multiple priorities in a fast-paced, mission-driven environment.
 - Prior experience working in a nonprofit, healthcare, or public health organization.
